Like many areas across the U.S., Astoria and Clatsop County have seen an increase in drug use over the past several years. In 2023, the County’s hospitals saw 132 visits to emergency rooms for drug overdoses, up from 98 in 2019. Fifteen people died of drug overdoses in 2023, nearly twice that of 2020, and two-thirds were opioid-related overdoses. Statewide in Oregon, there was a significant increase in opioid overdoses, from 280 in 2019 to 1,300 in 2023. Just a few weeks into 2025, there were already 11 suspected overdose fatalities in Clatsop County. The County views these deaths as preventable and is taking steps to reduce stigma and increase awareness.

We offer a Partial Hospitalization Program (PHP), an Intensive Outpatient Program (IOP), and Outpatient Treatment (OP). Each has structured support and increasing flexibility. Our PHP is ideal for individuals who need a high level of care but don’t require 24/7 supervision. Participants typically attend full-day treatment sessions five days a week, then return home or to sober living each evening. Treatment usually includes individual and group therapy, family counseling, psychoeducation, and skills training focused on emotional regulation and relapse prevention. Medical and psychiatric evaluations are also part of this phase of care.

Our IOP offers more flexibility than our PHP while still providing essential recovery support. Individuals attend group therapy three to five times a week and meet individually with a clinician every other week. This level of care includes case management, employment and housing assistance, and support navigating daily responsibilities while staying focused on recovery.

Our Outpatient Treatment is designed for those who are ready to maintain recovery with even greater independence. Participants still attend therapy, although the frequency may be slightly less, typically on a weekly or bi-weekly basis. Group sessions, individual therapy, and ongoing support from staff and peers are still available. This level of care is a highly flexible, lower-intensity program that reinforces accountability, personal growth, and life skill development for long-term success.
